Karen Utz is an
experienced office manager. She is the Privacy
and Security Officer in charge of all private
medical records that are in the possession of
The Endowment. She is a student in HIPAA
Compliance. HIPAA is The Health Insurance
Portability and Accountability Act of 1996,
Public Law 104-191, passed August 21, 1996. This
law increased and standardized protection of the
confidentiality and security of health data. See
the Section in the 2005 Memorandum about HIPAA. |

Wade Butler is
the Executive Director of The Endowment.
He has
over thirty two years experience in the field of
marketing and management. He is the President of
The Answer Marketing & Management, Inc., a
national consulting and fund raising firm
founded in 1985. His work has received
recognition through the American Cancer Society,
the Autistic Treatment Centers of Texas, the
Association for Retarded Citizens, the “National
Industry Service Award” for contributions to the
apparel industry, and was listed in the book
“The Best of The Best” as the best in the field
of western apparel. He and his wife Frances Stelzig - Butler are principle owners of Stelzig
of Texas, a one hundred thirty three year old
Houston, Texas business. Wade is also a licensed
minister and serves on the board of several
ministries and non-profit organizations.

Fran Artall is
experienced as an executive team player. She
served as administrative secretary to Henderson
County Texas Sheriff where she scheduled the
deputies’ daily activities and was in charge of
financial records. She has a BA degree and her
management skills include bookkeeping, payroll,
Quick Books, Word Perfect, Excel and other
programs. She is recently widowed and has moved
to Houston to fulfill this position with The
Endowment for which she has a passion to help
others. |

is a science consultant and literature
researcher specializing in the field of medicine
and Glycobiology. He is very knowledgeable in

J. C. Spencer is
Chairman of the Board of The Endowment. He has
over forty years of experience in Marketing and
Publishing and has served as consultant for
hundreds of clients including major
corporations, various organizations including
many churches and Christian organizations. For
nearly twelve years he has worked with the
Medical Doctors and associates in the Biotech
field of Glycobiology. |
